Blank space?

I received a booklet of information from the UCU the other day. In the middle of the back page it read:

"This page has been deliberately left blank."
This puzzles me.
Perhaps a better phrase would be:
"This page has been deliberately written on so you know nothing is missing."
But then, I suppose, I wouldn't know it was meant to be blank, would I?

Ha! That made me giggle - they've written on a page to inform you it's intended to be blank. But by writing on it to notify you of its intentional blankness, they have removed that quality. Ha!
